The Youth Homelessness Demonstration Program (YHDP) is an exciting new initiative designed to reduce the number of youths experiencing homelessness in Montana. The goal of the YHDP is to support Montana service providers in the development and implementation of a coordinated community approach to preventing and ending youth homelessness.

With shared responsibility throughout Montana, we envision a community in which all youth and young adults know their rights and resources and that services and housing are readily available to them, creating a pathway for youth to achieve self-sufficiency and self-actualization.

Provided with immediate, safe and supported housing through diverse and flexible options that pave the way for long-term, sustainable housing

Accessing affordable and youth-oriented health and wellness supports including reproductive health and life planning decision

Supported into adulthood through the process of self-actualization by chosen family and other natural supports

Provided access to educational resources to achieve their career goals

You can learn more about Montana’s blueprint for preventing and ending youth homelessness in our Coordinated Community Plan (CCP). The CCP is the result of a year-long comprehensive planning process that brought together diverse stakeholders to develop a coordinated community response to youth homelessness.

The CCP lays the groundwork for implementation of our vision for preventing and ending youth homelessness, reflects authentic youth engagement and voice, establishes a community-wide commitment to equity, and provides a framework for investment in youth-driven projects to respond to locally-defined challenges and needs.

YHDP Projects

The Montana Continuum of Care Coalition received $3.4m grant award as part of the Youth Homeless Demonstration Program from the U.S. Dept of Housing and Urban Development (HUD). Grants were awarded to twelve agencies to serve youth and young adults 24 years of age or younger who are experiencing homelessness. Grant activities include providing permanent supportive housing, transitional housing, rapid rehousing and crises housing as well as the supportive services necessary to ensure youth are stably housed.

youth and young adult homelessness in montana

Chapin Hall conducted a survey in 2017 to determine the prevalence of youth homelessness and found that one in 10 young adults ages 18-25, and one in 30 youth ages 13-17, experienced a form of homelessness over a 12-month period. 

As a result of this study, Montana YHDP can conservatively estimate 11,000 unaccompanied youth are at risk of homelessness in Montana. Risks include experiences of poverty, family homelessness and housing instability, youth in crisis, involvement in the child welfare system, involvement in the juvenile justice system, and disconnection from school and employment.

Our youth action board

The Youth Action Board (YAB) is comprised of young adults living in Montana wanting to make the state a safer place for at-risk youth and young adults. Having experienced housing insecurity themselves, they are better able to empower youth in our communities seeking housing services, education or employment and community support.

In 2019, Montana received over $3M from HUD in support of 17 different projects addressing youth homelessness across the state. Under their guidance and collaboration with YHDP partners, these projects can serve youth in ways that respect their autonomy and promote trauma-informed, culturally sensitive services in Montana.
