FY2025 HUD Continuum of Care Notice of Funding Opportunity (NOFO): Information and Submission Deadline

On Thursday, November 13th, 2025, HUD released the FY2025 HUD CoC Program Notice of Funding Opportunity (NOFO). 

The NOFO makes available $3.9 billion in awards and is the single largest Federal program to address homelessness. This includes up to $7,174,334 in funding available to Montana for renewal projects and includes $1,434,867 in CoC Bonus and $494,265 in DV Bonus funds for new projects. 

On Friday, October 17, 2025, the Montana Continuum of Care Coalition released a Request for Proposals accepting proposals for new Transitional Housing Projects in anticipation of the FY2025 NOFO. The submission deadline for proposals was Friday, October 31. Due to delays in the release of, and changes included in the NOFO, final project selection will be delayed until Wednesday, December 17th. The CoC will accept New Project Applications through the submission deadline listed below.

Additionally, the NOFO includes several significant changes from previous NOFOs, most notably a cap on the amount of funding the CoC can allocate to Permanent Housing (PH). Funding for Permanent Housing is capped at 30% of Montana’s Annual Renewal Demand (ARD), or $2,152,300. This change has resulted in the reallocation of $3,276,814 to be made available for New and Transition Projects (projects transitioning from Permanent Housing to Transition Housing). 

Deadline for Submission

The submission deadline for ALL PROJECTS including those applying for CoC BonusDV Bonus, Renewal and those submitting Transitional Project Applications must be submitted into e-snaps by 5pm(MST) on Monday, December 15, 2025. 

HUD has not opened e-snaps at the time of this posting. The CoC will post the opening of e-snaps to the website.

Technical Assistance

Technical assistance will be extremely limited for the FY2025 NOFO due to the scope of the changes in this year’s NOFO. Technical Assistance from Housing Innovations WILL NOT be available this year.
