2026 HUD Continuum of Care Notice of Funding Opportunity

On June 1, 2026 HUD released the FY2026 Continuum of Care Competition and Youth Homelessness Demonstration Program Grants NOFO which makes approximately $4,040,000,000 available to promote a community-wide commitment to the goal of ending homelessness;  promote access to, and effective utilization of, mainstream programs and programs funded with State or local resources; and optimize self-sufficiency among homeless individuals and families.

This year HUD is restoring the CoC program to its original goals of reducing homelessness and optimizing self-sufficiency by focusing on meaningful outcomes, expanding competition, prioritizing treatment, economic independence, and emphasizing law and order. The present-day homelessness assistance framework has incentivized the speed at which individuals receive subsidized housing rather than the quality of services individuals receive in order to reach self-sufficiency and independent living. This NOFO provides opportunities to restore a healthy balance of CoC-funded projects to further community-wide efforts to reduce homelessness.

To promote a “balanced continuum of assistance” HUD is prioritizing investment in Transitional Housing and Supportive Services Only projects and has set-aside $1.3 Billion of the total $4.04 Billion available (32%) for NEW Transitional Housing and Supportive Services Only projects. 

Montana Local Competition

Request for New Project Applications

The Montana Statewide Continuum of Care (MT-CoC) is soliciting applications for new projects that will provide Transitional Housing and Supportive Services for individuals and/or families experiencing homelessness in Montana. The MT-CoC invites qualified nonprofit organizations, States, local governments, instrumentalities of State and local governments, Public Housing Authorities, Native American Tribes and Tribally Designated Housing Entities (TDHE) to submit applications. 

The program must align with all applicable federal requirements, including those from the U.S. Department of Housing and Urban Development (HUD). Projects that align with the priorities set by HUD and the MT-CoC have a better chance of being included in the MT-CoC Project Priority Listing, and of getting funded by HUD. MT-CoC will inform applicants whether their applications will be included in the MT-CoC 2026 CoC Project Priority Listing by July 16, 2026. Final decisions on awards will be made and announced by HUD through the national CoC Program Competition, with an anticipated date of December 1, 2026. MT-CoC welcomes applications from both newcomers who have not received CoC funds before and those who have received them in the past. MT-CoC provides support to make the application process accessible to all.
