On Wednesday, June 24, 2026 The U.S. Department of Housing and Development and the Office of Special Needs Assistance Programs (SNAPS) announced the publication of the Continuum of Care Builds (CoC Builds) NOFO, CPD-2600-DC-025A, through which HUD offers $100,000,000 for competitive grants for the new construction, acquisition, or rehabilitation (capital costs) of new permanent supportive housing (PSH) units.
Purpose
CoC Builds provides funding for one-time awards under the CoC program for new construction, acquisition, or rehabilitation of new PSH for homeless persons with a disability. Not more than 20 percent of each award made under this NOFO may be used for other CoC eligible activities associated with the award, and not more than 10 percent of each award may be used for project administration.
Goals and objectives
- Engaging Participants in Services and Community – HUD is seeking PSH projects that engage participants in services designed to assist them in living independently (i.e., case management, life skills, on-site work or volunteer opportunities, etc.). Projects should facilitate community building among participants.
- Increasing Supportive Housing for People with Disabilities – HUD is seeking applications for PSH projects that are dedicated to serving individuals with a disability, particularly elderly individuals (over age 62). Unlike Transitional Housing projects designed to facilitate moving on to self-sufficiency, HUD encourages PSH resources to be reserved and prioritized for individuals likely to have indefinite support needs who the CoC determines are unlikely to regain self-sufficiency. Given the significant supply of existing PSH across the nation and the underutilization of interim and Transitional Housing solutions; HUD is seeking PSH projects that meet targeted needs in communities, unmet by existing PSH.
- Partnering with Housing, Health, and Social Service Organizations – HUD encourages CoCs to apply for PSH projects that coordinate with housing, healthcare, and social service organizations (e.g. primary healthcare, substance-use disorder treatment, mental health treatment, and other services) within the PSH project.

Grant terms may be 2, 3, 4 or 5 years.

The Montana Statewide Continuum of Care is seeking proposals for construction, acquisition, and rehabilitation funding for new units of Permanent Supportive Housing to assist individuals and families experiencing homelessness. All projects wishing to apply for funding must review the CoC Builds Notice of Funding Opportunity (NOFO) in its entirety (attached to this email) to determine if the project meets eligibility requirements.
Applicants for the CoC Builds NOFO must complete the CoC Builds NOFO Project Application in e-snaps. Project Applications must include at least one capital cost budget line: new construction, rehabilitation, or acquisition. Project Applications are due into e-snaps by 5pm (MDT) on Monday, July 13, 2026. Project Applications received after the deadline will not be considered.
The Montana Statewide Continuum of Care Governing Board will select the project to be submitted with the CoC Builds Project Priority Listing utilizing the process and criteria below:
Step-One: Threshold Review
The Montana Statewide Continuum of Care will conduct a Threshold Review of applications submitted by the deadline. Only those applications meeting ALL THRESHOLD REQUIREMENTS will advance to the next step. Threshold Requirements are:
- Eligible Applicant – If your organization is not an eligible applicant, your application will not be considered.
- Aligns with the Goals of the NOFO – Your application must support the goals of this NOFO.
- Cost Matching – The recipient or subrecipient must match all grant funds, except for leasing funds, with no less than 25 percent of funds or in-kind contributions from other sources. 24 CFR 578.73 provides information regarding match requirements.
- Site Control – Your application MUST include evidence of site control, which must be in place at the time of application. Evidence includes a deed or lease for new construction or rehabilitation, or a purchase agreement for acquisition. 24 CFR 578.25 provides information on site control.
Step-Two: Project Selection
Those projects meeting ALL THESHOLD REQUIREMENTS in Step-One will move forward in the selection process. While applications WILL NOT be scored or ranked due to time constraints presented by the deadline for this NOFO, the following criteria will be used to determine which application will be submitted in the Montana Statewide Continuum of Care’s CoC Builds Project Priority Listing:
- CoC Eligible Costs – Application includes 20% for eligible CoC Program activities (see Section IV.B.1.b) associated with the PSH project.
- Unmet Need – Proposed project will be located in an unserved or underserved area within the Montana Statewide Continuum of Care (as determined by the CoC’s 2024 Funding Equity study).
- Amount of Funding Requested – The amount of funding requested will be considered to maximalize the potential positive impact this one-time funding opportunity provides.
- Sustainability – The applicant must demonstrate that there is a plan to support ongoing operating costs with non-CoC funding beyond the grant term.
- Supportive Services Participation Requirements – Applicants must demonstrate that program participants will be required to participate in supportive services in a manner that fits their individual needs by providing language from program policies or supportive service agreements. 24 CFR 578.75(h) provides information on Supportive Services Agreements.
- Prohibiting Illicit Drug Enablement – Applicants that currently have policies in place that prohibit the operation drug injection sites (“safe consumption sites”), the distribution of drug paraphernalia on or off of property under their control or allowing these activities under the pretext of “harm reduction”.
CoC Builds NOFO Timeline
- Wednesday, July 1, 2026 – Montana Statewide Continuum of Care 2026 CoC Builds Call for Projects released.
- Monday, July 13, 2026 – Project Applications due in e-snaps by 5pm (MDT).
- Tuesday, July 14, 2026 – Threshold Review complete, applicants notified of status by 5pm (MDT).
- Wednesday, July 15, 2026 – Governing Board’s Selection Committee reviews Project Applications and selects project to be included in the CoC Builds Project Priority Listing.
- Thursday, July 16, 2026 – All applicants notified of status by 5pm (MDT)
- Wednesday, July 22, 2026 – Montana Statewide Continuum of Care submits the CoC Builds Project Priority Listing with all required documentation to HUD in e-snaps.
- Tuesday, September 15, 2026 – HUD anticipated award date.
- Thursday, October 1, 2026 – HUD anticipated Period of Performance start date.
