Working to end homelessness in Montana through effective leadership and collaboration
As a Continuum of Care (CoC), we are responsible for local, regional, and statewide coordination of housing and services for individuals and families experiencing homelessness. The U.S. Department of Housing and Urban Development (HUD) lists four essential components of a Continuum of Care:
Outreach and Assessment to determine needs of the homeless population
Emergency Shelter (ES) as a safe alternative for individuals and families
Transitional Housing (TH) w/supportive services for successful permanent housing
Permanent Housing (PH) and Permanent Supportive Housing (PSH) to help individuals and families remain housed.
Support for Montanan Communities
In addition to coordinating a statewide housing and service system, we provide outreach, engagement, assessment, and prevention strategies across twelve districts in Montana.
Our primary functions include an annual analysis of needs and services available in Montana, participating in the Consolidated Plan within the CoC geographic area, and consulting, reporting, and evaluation for The Emergency Solutions Grant.
MTCoC also facilitates a collaborative process for HUD grant applications, maintains HUD HMIS systems to collect and report homelessness data and establishes priorities for funding projects while measuring overall performance of this system.
Our Focus
Homeless Management Information System (HMIS)
HUD and federal partners, along with other planners and policymakers, use aggregate Homeless Management Information System (HMIS) data to better inform homeless policy and decision making at the federal, state, and local levels.
The CoC’s HMIS responsibilities involve designating an HMIS Management Lead, approving HMIS privacy policy, security and data quality plans, facilitating consistent participation of grant recipients and sub recipients, and ensuring HMIS compliance.

The Montana Continuum of Care does not provide direct assistance with housing or support services.
We work with local service providers across Montana to help individuals, families and youth experiencing homelessness.
Program openings are filled through the Coordinated Entry System.
